New rules for vehicle modification

Transforming a vehicle in Portugal has just become simpler, clearer, and more predictable. The Government has approved a new legal framework that standardizes the rules applicable to vehicle modifications, putting an end to a process that, for years, was marked by excessive bureaucracy, scattered regulations, and unclear interpretations.

The new Vehicle Transformation Regulation is part of the Mobility 2.0 program and brings together, in a single legal instrument, all rules related to modifications of motor vehicles and trailers. Until now, these rules were spread across several technical circulars from the Institute of Mobility and Transport (IMT), which made them difficult to understand and slowed down procedures for both individuals and companies.


Conversion to electric is now clearly provided for

One of the main new features is the explicit recognition of the possibility of changing the type of powertrain. In practice, there is now a clear legal framework for converting vehicles with internal combustion engines into electric vehicles, a type of transformation that until now faced administrative obstacles and a lack of predictability.

This clarification is seen as an important step in adapting the vehicle fleet to new technologies and current environmental requirements, creating more transparent rules aligned with the evolution of mobility.


Less bureaucracy and faster processes

The regulation also introduces relevant changes to how inspections are carried out. The IMT will no longer perform inspections directly, transferring this responsibility to periodic inspection centers. It is estimated that around 20,000 vehicles per year will be inspected under this new model, which should contribute to greater efficiency and reduced delays.

At the same time, conditions are being created to facilitate the installation of inspection centers in low-density areas, allowing municipalities to promote tenders to improve access to this service, especially in territories where supply is more limited.


Reinforced safety and enforcement

Despite the simplification of procedures, the Government emphasizes that road safety and environmental protection remain priorities. The new regulation establishes uniform criteria for all transformations and strengthens the sanctions regime, enforcement, and the use of technological means, with the aim of increasing the reliability of inspections and ensuring that all modifications comply with legal requirements.

Overall, this is a structural review intended to make the vehicle transformation process simpler, more transparent, and better adapted to current realities, benefiting drivers, companies, and public entities.
